General Category – This category is formulated for those non-Canadian/ foreign nationals who want to invest in an existing company or business enterprise in Ontario. This is specifically meant to support the employers in recruiting skilled, efficient and competent workers who can significantly contribute to the economic growth of the province. Those individuals who meet the demand of the labor market in the province are sure to get representation under this program. The two streams under this category are – (i) Employer/Foreign Worker Stream and (ii) Individual Investor Stream.
International Student Category – This category is for non-Canadian students who wish to be recruited by employers within Ontario. Such candidates need to be eligible according to the specified Ontario PNP norms and must have par excellence credentials. The three different streams under this category are-
- International students with job offer
- International PhD stream
- Pilot International Masters Graduate Stream
If you have recently graduated from a Canadian university or college with a degree or diploma and looking to settle in Canadian Province of Ontario, International Student category under Ontario Immigrant Nominee Program (OINP) should be your natural choice to consider. Ontario has some of the best universities and colleges in Canada and this program helps all students from Ontario universities and college to settle in Ontario. The program is also valid PhD and Masters-Graduate students as per the details below. Please note this program undergoes frequent changes and opens periodically so you have to keep yourself updated with latest development on this program. International Student Category under OINP is divided into three different streams:
- PhD Graduate Stream – PhD Graduate stream of OINP program is designed for foreign students who have recently completed the PhD program from a publicly funded university in Ontario. This program is also valid for students who have completed all the requirements of their PhD program and are waiting for their degree. Similar to other student programs, this is a time bound program which means you must apply under this program within two years of earning your degree. The key benefit of this program is that you can apply even if you do not have a job offer, or if you are living outside Canada, or have returned to your native country as long as you are within the two years period after earning your degree. As such, foreign nationals must start the application process themselves. There is no pre-screening application to be submitted as otherwise required in other streams. This is a two-step process. First, you must apply for nomination under OINP stream with Ontario provincial government and once your nomination is accepted by Ontario you can go ahead and apply with federal government for your permanent residency status application. This route is considered faster than other federal and provincial routes as you can get permanent residency in 12 months which otherwise can take 4-5 years under other federal programs for skilled workers. Overall there are lesser conditions on this program but you must have completed two years of your PhD program from an Ontario University. If you have any obligation return to your country of residence after completion of PhD you, do not qualify under this stream.
- Masters Graduate Stream – The Masters Graduate Stream under OINP program gives foreign graduates with master’s degree from an Ontario university of college, an excellent opportunity to work in Ontario and get permanent residency. Similar to PhD Graduate Stream, you don’t necessarily need a job offer to file your nomination under this stream of OINP program, however, you must apply within two years of completing your Master’s program from an Ontario university or college (i.e. two years from the date you receive your Master’s degree). The program allows students to apply for nomination at the earliest during the last semester of their master’s program but must have completed one year of a full-time master’s program. The program has few eligibility conditions which may not be applicable on PhD Graduate Stream. Below are key eligibility criteria for this stream:

Like most other post-study immigration programs, the applicant must apply for nomination with Ontario provincial OINP program with two years of completion of their graduation program (i.e. within two years from the day candidate receives their degree). As a student you may start early with your nomination application during the last year of your study program if you are able to secure a job offer. - The wages or remunerations offered as part of the job must be more than minimum industry specific standards for the specific region within the province of Ontario. Ontario has different minimum wage levels for different regions.
- The position offered by employer should be approved during a pre-screening with Ontario provincial government.
The process for all approvals and permanent residency under this stream takes a longer duration. Based on the approval during the pre-screening process the employer will be required to provide candidate with the detailed documentation of the job offer that the candidate must complete and further submit to the Ontario government for the nomination process. Once the nomination is approved, the Ontario government will provide the candidate with documentation required for filling their work permit visa or permanent residency application with the Canadian federal government. If you are looking for permanent residency you must apply for it in six months once your nomination has been approved by the Ontario government under OINP. This process can take up to one year once the application has been submitted with the federal government. We will be happy to help you in your queries and assist you in filing documentation for all the streams under OINP program.
