Furthermore, might the State Planning Commission be legally required to produce an audited account of the six per cent augmentation in climate‑smart agriculture grants, to demonstrate that such increment has been channelled into concrete improvements in seed distribution infrastructure, to assess whether the absence of a transparent monitoring framework violates statutory obligations under the Right to Information Act, and to consider instituting statutory penalties for officials whose inaction results in demonstrable loss of agricultural productivity and consequent public health deterioration, or to mandate the creation of an independent oversight committee?
Is it not incumbent upon the Ministry of Rural Development to institute a statutory requirement that all state agricultural universities incorporate mandatory field‑experience modules on polyploid crop management within their curricula, to guarantee that graduates possess verifiable competence before being deployed in extension roles, and to impose accountability measures should the omission of such training be linked to measurable declines in farmer productivity and nutrition outcomes, and to enforce remedial subsidies where deficits are documented as mandated by the National Food Security Act? Moreover, does the failure to synchronize agricultural innovation with primary health‑care strategies constitute a dereliction of duty under the Integrated Child Development Services scheme, thereby obligating the central and state governments to furnish empirical evidence that the lag in disseminating climate‑resilient seeds does not exacerbate malnutrition rates among children under five, and to contemplate remedial legislative action should the data reveal a statistically significant correlation, or to initiate a parliamentary inquiry into systemic procurement failures?
