And when, after the expenditure of nearly a thousand crore rupees, the alleged benefits remain unevenly allocated, with affluent districts receiving preferential effluent discharge treatment while marginalised neighbourhoods continue to suffer, will the oversight committees possess the requisite authority to compel remedial reallocation or merely become chronic witnesses to administrative inertia?
